Objective
Out of iteration 1. Requires an ADR: Provider-defined Actions (TF ≥ 1.9) vs out-of-scope. Also requires extending the activity waiter to accept 202 (restore; requireOK rejects 202 today), bounded retry on "No backup job configured." (run), per-VM serialization, run_id composite passed verbatim (never UUID), and the restore network precondition (≥ source NICs).

cloudtemple_public_cloud_vm_backups datasource (per-VM runs; product choice to defer — cheap but low value without restore).backup_run / backup_restore actions (async 201/202; create a NEW VM on restore).
