Issues/PRs waiting on scaling

This issue is to collect various tasks and issues that have accumulated that are waiting for the scaling rework to happen. A checklist for the overall scaling rework is found in #1565 .

• Rename "Extreme Jacobian" methods #1596

• 1D Heat Exchanger needs Upwinding #1581 ?

• Dealing with bound_relax_factor #1567 ?

• More efficient method for check_parallel_jacobian #1395

  • Diagnostics toolbox: display_near_parallel_constraints() does not distinguish between equality and inequality constraints  #1502 is going to be fixed either as a part of More efficient method for check_parallel_jacobian #1395 or afterwards.

• Report Numerical Issues does not issue a warning for a singular Jacobian #1437
