Disable opa-datafilter autoconfiguration when `opa.authorization.data-filter-enabled` is set to false.

The opa.authorization.data-filter-enabled is set to true by default but this configuration does nothing at the moment even if the value is changed to false. When changing to false, the autoconfiguration should be disabled as well.
