Serena cli commands may start IDE

With the recent jetbrains autolaunch by default, commands that rely on SerenaAgent launch an IDE. This affects at least serena print-system-prompt, but possibly other commands as well.

In that command there are also issues with log-level not being respected.

Two commands are affected:

• the print-system-prompt command activates a project for no reason; not passing project would fix it
• the health-check command probably should do this (as it reflects normal operation)

I am taking care of this. I also did some enhancements to print-system-prompt that I needed for benchmarking which I'll commit along the way. I suspect most of our users don't use these commands, at least not often :)

It's not for no reason, it consumes the prompt from the project.yml (at least it should)
