📌 Explain the Request
In the flu QC check module users can specify both a segment-specific and generalized segment-based threshold for IRMA QC outputs. If all segments are accounted for in specific thresholds and the general "segment_*" threshold(s) are present in the QC check table, then the general threshold will be ignored and raise an error due to being populated but not used (conventional QC check behavior). We should instead raise a DEBUG flag in stdout that the general threshold(s) are redundant and can be removed, without failing the QC check.
