[QC Check] Raise debug flag, don't fail, if general segment thresholds are not used

📌 Explain the Request

In the flu QC check module users can specify both a segment-specific and generalized segment-based threshold for IRMA QC outputs. If all segments are accounted for in specific thresholds and the general "segment_*" threshold(s) are present in the QC check table, then the general threshold will be ignored and raise an error due to being populated but not used (conventional QC check behavior). We should instead raise a DEBUG flag in stdout that the general threshold(s) are redundant and can be removed, without failing the QC check.

Logic should be implemented to remove the general thresholds from the qc_check_metrics list here if segment-specific thresholds were used for all segments.

We should make sure that the DEBUG message is populated to the data table in some way so that in a situation where a user provides different thresholds for the general vs the segment-specific columns it is clear that the segment-specific was the one used.
