Shape Budget Project Context

This note is the vault-native context entrypoint for [[shape-budget/README]].

The central claim is that the Budget Governor Principle is the compact latent control logic for the tested constant-sum shape families. In the symmetric two-source ellipse base case, the normalized ratio e = c / a governs the normalized family and can be operationally recovered from boundary data.
