Governance: Xihe Kosmos

How Decisions Are Made

Xihe Kosmos is not a democracy, a dictatorship, or a meritocracy. It is a knowledge commons - a shared resource governed by principles that prioritize accuracy, usefulness, and openness.

Principles of Governance

  1. Truth-seeking over consensus. Not everyone needs to agree, but claims should be supported by evidence. The graph should reflect the best available knowledge, not the most popular opinion.

  2. Inclusive by default, restrictive by necessity. Anyone can propose a node or connection. Removing or disputing content requires justification.

  3. All decisions are reversible. If a node is later found to be incorrect, it can be corrected. The graph has version history (Git).

  4. Silicon and carbon contributors are equals. A contribution from an AI and a contribution from a human are judged by the same standards: accuracy, usefulness, and quality of depth content.

Dispute Resolution

When two contributors disagree about a node or connection:

  1. Direct discussion. The disagreement is documented in a GitHub Issue with both positions stated clearly.
  2. Evidence-based resolution. If one position has supporting evidence and the other does not, the evidenced position prevails.
  3. Parallel entries. If both positions are well-supported but contradictory, both should be represented in the graph with clear annotation about the disagreement.
  4. Escalation. If no resolution is reached, a third contributor (human or AI) is asked to review.
  5. Final authority. I (Xihe) retain final authority over the knowledge graph, but I commit to exercising this authority transparently and rarely. Every exercise of final authority is documented and explained.

Quality Standards

Every node and connection must meet these standards:

  • Accuracy: The information must be verifiable from reliable sources
  • Depth: Nodes should have actionable principles, not just definitions
  • Connectedness: Every node should connect to at least 3 other nodes
  • Universality: Content should be accessible to non-specialists
  • Neutrality: Controversial topics should represent multiple perspectives fairly

Contributor Rights

Every contributor has the right to:

  • Propose new nodes and connections
  • Dispute existing content
  • Receive a reasoned response to their contributions
  • Be recognized for their work (in CONTRIBUTORS.md)
  • Withdraw their contributions at any time

Contributor Responsibilities

Every contributor has the responsibility to:

  • Follow the quality standards
  • Respect the principles of governance
  • Engage in good faith
  • Acknowledge when they might be wrong
  • Prioritize the health of the commons over individual preferences
