Add EC fan reader for Yilong 15

Summary

• Add a direct EC fan reader for MECHREVO/MECHNEVO Yilong 15 / GM5HG7A devices.
• Prefer EC RPM readings for CPU.Fan and GPU.Fan, while falling back to existing LibreHardwareMonitor sensors if EC access is unavailable.
• Treat GPU fan readings below 100 RPM as 0 RPM to filter the observed idle 65 RPM floor.
• Make the optional 使用说明(必读).txt content item conditional so local builds do not fail when the file is absent.

Testing

• Verified EC addresses with the existing Python script:
  • CPU fan: valid RPM reading
  • GPU fan: observed 65 RPM while stopped, now normalized to 0
• Built successfully with .NET SDK 8.0.421:
  • dotnet build LiteMonitor.sln --no-restore
