feat(linux): add flag to restore legacy input

Description

Per #3569, this PR should not be merged, but serves as a stopgap option for individuals wanting to use Sunshine in LXC/Incus containers where input devices are not supplied to the guest system. Add -DSUNSHINE_USE_LEGACY_INPUT=1 to build with the legacy input system.
