Adds a script that fetches each GitHub repo's last push date and updates the README's "last update" column (Month YYYY), plus a monthly workflow that runs it and opens a PR.

Adds a script + workflow that fetches each GitHub repo's last push date and updates the README's "last update" column (Month YYYY).
If this is used, it might require adding write access to github token in repo settings.
If you don't think this is suitable for this repo, I won't be offended : )
