This PR adds documentation for an optional local-only management panel for wot-relay operators.
The manager is designed to bind to 127.0.0.1 and be accessed via SSH tunnel, so it does not expose an admin interface publicly. It provides a web UI for relay stats, config visibility/editing, recent logs, and controlled service restart.
This is intended as an operator convenience tool, not a change to core relay behaviour.
Happy to adjust the wording, scope, naming, or integration approach.
