Summary

Adds Atlas Cloud as a single alphabetically-sorted entry in the existing community Tools & Libraries list (pages/tools.en.mdx).

Why this PR

The Tools & Libraries page already lists ~60 third-party platforms and libraries relevant to building with LLMs (LangChain, Portkey AI, Dify, OpenAI Playground, etc.). Atlas Cloud is an OpenAI-compatible, full-modal AI inference platform that gives developers a single API across many LLMs (DeepSeek, Qwen, GLM, Kimi, MiniMax and more), which fits the same category.

This change is intentionally minimal — one entry, placed in correct alphabetical order, matching the page's existing convention. No README, branding, or layout changes.
