update nix cache action

[kp-antonio-yang]

Description

• update magic-nix-cache-action v13 -> v14
• update nix-installer-action v21 -> v22
• use latest stable release channel

Motivation and Context

Try address the CI failing issue from nix cache, since there are new releases come out, we update to the latest first.
