Since we have
1.2.xable to support JRuby 10.0 and 10.1 there is no real reason to ensure1.3.xsupports EOL JRuby and Rails since there is now a pretty major overlap between the branches to give people a reasonably incremental upgrade path:Accordingly, drop this support for the planned
1.3.xoff master, which will make adding Rack 3.x support easier.
