Throttling
needs-rebaseis always a problem because it results in CI not responding to user actions they care about (especially removing of the label). @alvaroaleman recently restored the GH cache after being completely broken and kubernetes/test-infra#22610 should improve the cache even further, so we may be fine without throttling.
