docs: add Policies and Rules How To pages#2724

Adds the two How To page files that the nav (
docs/docs.json) already references but that were missing from the repo:howto/policies.mdx— documents the dashboard Policies tab: Source Type Access (public/connected source toggles) and Library Filters (Filter by Quality vs Select Manually, plus blocked/excepted lists). Links to the existingGET/PATCH /api/v2/policiesreference.howto/rules.mdx— documents the dashboard Rules tab: global vs library-specific teamspace rules that are prepended to retrieved documentation. Notes it's a Pro feature with owner/admin edit access.Content was derived from the dashboard implementation (
