Remove vendor help / consolidate onto rep track#11819

Some vendors include a 'help' item (the shared vendor_help icon, iconHash 13580639) that describes the reputation track rather than being a real sale item. Pull it out of the regular sale items and, for vendors that have a rep track, make the rep track itself open that item's popup so its description is a click away. Blank the item's placeholder type so the popup doesn't show 'Unknown'.
